Is my recruiter lying to me? 10 points!?

I'm currently igned CTN in Navy DEP, but would like to change to Air Traffic Control (AC). My recruiter says I should focus on getting my loan repayment doentation in before I put in a request to change rates. I feel like he's avoiding the issue or procrastinating because it's more paperwork. I don't want to ship until I have this job though. My recruiter's gone through a lot of trouble to get me a medical waiver to enlist. I hate to be a burden, but I don't want to be miserable for the next 6 years.
