Can you be charged $200.00 if you don't take the Breathalyzer test?

My son was pulled over for going the wrong way on a side street. This was a street that the traffic only goes 1 way and he's never been in this city before. The officer asked him if he's been drinking and he said yes I had 1 beer, so he made him get out of the car went threw the motions with the test then told him you can take the breathalyzer test or if not it will cost $200.00, well his friend yelled out the window to take the test because he knew with 1 beer he would not blow over the legal limit, which he did not. He just let him go and never gave him a ticket for going the wrong way, he was either a nice cop and realize he was not familiar with the area or he realized I better let him go in case he tells someone what he was going to be charged $200.00. By the way this was in Plymouth MI.
