Can a women be the head of state?

Really a woman can be the head of state In my country Indonesia whose population more than 80 % of 230 million people are muslims,we have had a woman president Megawati Sukarno Putri We have also weoman minsters.Pakistan has had a woman president too the daughter of former late president Zulfiqar Ali Bhuto. and also in Bengladesh.In the Qur'an Allah said that in Yemen there was a head of state Balqis beautiful queen. But in her family,her husband should be the leader based on the Qur'an altough he is not the president. But in fact there was no caliph woman.
